64 <br /> <br />City of Little Canada Personnel Policy <br /> SECTION 26 - ALCOHOL AND DRUG POLICY <br /> <br />The use of alcohol or of drugs which change the normal functioning of the central nervous system by <br />either stimulating or depressing it (Psychoactive drugs) may seriously affect an employee's <br />performance. They may also endanger the employee's health and safety as well as the safety of other <br />employees. It is therefore appropriate that guidelines be established for the control of alcohol and <br />drugs as they pertain to the employee and the employee's job with the City of Little Canada. <br /> <br />Drug, alcohol, cannabis flower, cannabis product, lower-potency hemp edible, and/or hemp-derived <br />consumer product use, possession, impairment, sale, or transfer while an employee is working, <br />representing the City, or while an employee is on the City’s premises or operating the City’s vehicles, <br />machinery, or equipment is prohibited. <br /> <br />ALCOHOL <br /> <br />1. Alcohol must not be consumed in any City building, office, vehicle, or on City premises, <br />including parking lots, except during designated events as approved by the City Council; and <br />no employee who is intoxicated may work or report for work. <br /> <br />2. Alcoholic beverages shall not be consumed anywhere during rest breaks, lunches, or other <br />meals if the employee is to work thereafter on the same work day. <br /> <br />DRUGS <br /> <br />1. Common unprescribed psychoactive drugs are LSD, marijuana, heroin, etc. Psychoactive <br />drugs, which may be prescribed but present a danger if improperly used, are barbiturates, <br />dexedrine and similar preparations, tranquilizers, and commonly prescribed narcotics. <br /> <br />2. Non-prescription psychoactive drugs should not be taken by any employee at any time. <br />Employees shall not be permitted to work while under the influence of psychoactive drugs <br />unless the drug is being used strictly as prescribed by a licensed physician. Where the use of <br />prescribed psychoactive drug interferes with the employee's performance or presents a health or <br />safety hazard, the employee should be taken off that job or, with the concurrence of the <br />prescribing physician, changed to an alternate drug. <br /> <br />3. Unless a psychoactive drug is taken strictly as prescribed by a licensed physician, it may not be <br />kept or taken on City premises, including parking lots, or in any City vehicle or any vehicle <br />being used for City business. <br /> <br />4. No employee who is under the influence of a psychoactive drug which was not prescribed for <br />the employee by a licensed physician or which is not being taken strictly as prescribed, may <br />work or report for work nor should any person who is under the influence of such a drug be <br />permitted on City premises or in a City vehicle being used for City business. <br /> <br />The City maintains a policy of non-discrimination and will endeavor to make reasonable <br />accommodations to assist individuals recovering from substance and alcohol dependencies, and those <br />who have a medical history, which reflects treatment for substance abuse conditions. However, <br />employees may not request an accommodation to avoid discipline for a policy violation. We <br />encourage employees to seek assistance before their substance abuse or alcohol misuse renders them
