75 <br /> <br />City of Little Canada Personnel Policy <br /> SECTION 32 - CITY EMPLOYEE SUGGESTION PROCEDURE <br /> <br />Policy: <br /> <br />It is the policy of the City to encourage and welcome suggestions from all City employees. Resource <br />limitations and requirements of City government may limit implementation of some suggestions. <br />However, even a small percentage of suggestions implemented realizes a gain for the organization, <br />which is only possible with the initial employee input. <br /> <br />Definitions: <br /> <br />A. Suggestions are constructive ideas which will: <br /> <br />1. Improve an established operation or procedure by the use of a more economical <br />procedure that will save money, time, or materials. <br /> <br />2. Make an operation easier, more practical, faster, or avoid delay. <br /> <br />3. Eliminate duplication of work and unnecessary paperwork. <br /> <br />4. Improve working conditions, safety, and welfare of employees or the public <br />without increased costs. <br /> <br />5. Provide better services to the public without increased costs. <br /> <br />6. Improve public relations. <br /> <br />7. Enhance the appearance and/or image of the community. <br /> <br />B. Those communications which are not considered suggestions are: <br /> <br />1. Ideas that do not pertain to City operations. <br /> <br />2. Dissatisfactions which fail to offer a constructive solution. <br /> <br />3. Petitions: Formal written requests made by several people for an action or item. <br /> <br />4. Solutions to problems that an employee might normally be expected to offer as <br />part of his/her job. <br /> <br />5. Requests for additional equipment of a common nature or for obvious <br />replacements, repairs or maintenance. <br /> <br />Procedure: <br /> <br />A. Employees are expected to first verbally submit the suggestions to the immediate <br />supervisor for his/her consideration. If the suggestion cannot be adopted, an <br />explanation shall be made to the employee by the employee's immediate supervisor of <br />the reasons for that decision.
