<br /> <br /> Staff Report <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Heidi Heller, City Clerk/HR Manager <br /> <br />Date: January 14, 2026 <br /> <br />Re: 2026 Designation of Legal Newspaper <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Designate the Pioneer Press as the City of Little Canada’s legal newspaper for 2026. <br /> <br />Background: <br />The City has received quotes from the Pioneer Press and Press Publication (Vadnais Press) for 2026 <br />Legal Newspaper designation. Below is a comparison of the quotes: <br /> <br />Pricing for the Pioneer Press and Vadnais Press: <br /> <br /> 2026 2025 <br /> Pioneer Press Vadnais Press <br />Legal Rates $9.12/Column Inch $15.63/Column Inch <br /> ($0.67/line) ($1.74/line) <br /> 13.7 lines per column inch 9 lines per column inch <br /> <br />Since October 2019 there have not been any community newspapers specific to Little Canada so the <br />best alternative options are the Pioneer Press or Vadnais Press. Both newspapers are available online <br />and in print versions, with the legal publications available online for anyone to view for free. <br /> <br />The Pioneer Press is published daily and legal publications can be published any day of the week. The <br />Pioneer Press has had rate increases of approximately 5% since 2021 (2019 & 2020 had no increases), <br />but the increase for 2026 is larger at 18.5%. Staff has been extremely satisfied with their service for <br />legal notices and the ability to publish a notice seven days a week. The Vadnais Press is published <br />once a week. <br /> <br />State Statute requires publication in a newspaper for all public hearings. The preferred newspaper for <br />a city’s publications is one that is located in that city and delivers to that city’s residents, otherwise it <br />essentially is up to the Council’s discretion which newspaper to use as long as all of the Council <br />members agree. Both of these options are a “qualified newspaper” per state statute. <br /> <br />Staff Recommendations: <br />Staff recommends Council designate the Pioneer Press at the city’s legal newspaper for 2026. <br /> <br />Attachments: <br />• Pioneer Press bid <br />• Vadnais Press bid
