Staff Report To: Mayor Fischer and Members of the City Council From: Bryce Shearen, City Administrator Date: January 14, 2026 Re: Contracted Finance Director Services Action To Be Considered: Motion to approve, table, or deny the following: • Contracted Finance Director services with Samuel Magureanu beginning January 21, 2026. Background: Sam Magureanu started with the city in June of 2022 and has been a great asset in the Finance Department. Sam has submitted his letter of resignation from full-time employment effective January 20, 2025. Since City staff anticipates that the position will be filled by the end of March/beginning of April and since the City Financial Audit is scheduled at the beginning of April, City Staff recommends entering into an agreement with Sam Magureanu in the interim, on an hourly contracted basis, to help keep up on certain monthly duties and preparation for the annual audit. Sam Magureanu will not be completing all the current Finance Director job description duties and will focus primarily on audit preparation and other essential duties, such as bank reconciliations and answering technical staff questions. The city could outsource some of these responsibilities to a firm, but with Sam’s understanding of city finances and deadlines, he will be able to position the next Finance Director for a successful start. We also anticipate cost savings, as the workload is expected to be approximately 10-20 hours per week. Source Of Funds: Sam Magureanu has agreed to provide his services as a contracted employee at an hourly rate of $100. Currently, the Finance Director's 2026 hourly rate (including benefits) is approximately $100. The City plans to use the current 2026 budgeted funds for the Finance Director position to pay for the services. Staff Recommendations: Staff recommends approval to contract Finance Director services with Samuel Magureanu beginning January 21, 2026.
