Staff Report <br />To: Mayor Fischer and Members of the City Council <br />From: Eric Seaburg, City Engineer <br />Date: January 14, 2026 <br />Re: Title VI Plan Adoption <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />•Resolution adopting and implementing the City of Little Canada Title VI Plan. <br />Background: <br />The City of Little Canada, as a recipient of federal financial assistance, must comply with Title <br />VI of the Civil Rights Act of 1964, Department of Transportation regulation 49 CFR Part 21, and <br />related statutes and regulations. The City of Little Canada must prepare a Title VI <br />implementation plan, in accordance with these regulations. <br />The policy applies to all departments and operations of the City of Little Canada, its contractors, <br />and anyone who acts on behalf of the City of Little Canada. It prohibits the denial of services, <br />segregation, or separate treatment, and discrimination in activities related to infrastructure or <br />facility construction or repairs. <br />The U.S. DOT has provided a list of Standard Title VI/Non-Discrimination Assurances. These <br />assurances provide the City with specific non-discrimination language to include in bid <br />solicitations, requests for proposals, contracts, and real estate agreements. <br />The City of Little Canada Title VI policy identifies Assistant City Administrator Laura Linehan <br />as the Title VI Coordinator. It also identifies several program areas to actively engage in non- <br />discrimination practices. These program areas include right-of-way, contracting, planning, public <br />engagement, and maintenance. The plan also includes a complaint policy and a complaint <br />form. <br />Finally, the policy includes a section on language access and limited English proficiency (LEP) <br />and it was found that the City demographics do not currently meet thresholds requiring <br />translation of written documents. This is to be reevaluated every 5 years. The City does provide <br />a language service that is utilized as needed. <br />City Attorney Amanda Johnson has also reviewed the proposed plan and has no concerns.
