Staff Report

To: Mayor Fischer and Members of the City Council

From: Eric Seaburg, City Engineer

Date: January 28, 2026

Re: Resolution Establishing Parking Restrictions on Little Canada Rd. & Country Dr.

Action To Be Considered:
Motion to approve, table, or deny the following:
• Resolution establishing parking restrictions on Little Canada Road and Country Drive in
accordance with State-Aid regulations.

Background:
City staff continues to finalize the design of the upcoming 2026 Little Canada Road
Improvement Project. The proposed lane and shoulder widths do not meet the minimum
dimensions to support on-street parking. Given that Little Canada Road (CSAH 21) and Country
Drive (MSAS 101) are on the Minnesota State Aid system, the proposed ‘no-parking’ restrictions
must be formally adopted by City Council resolution. Notably, both roadways within the project
limit are currently posted as no-parking. Therefore, the proposed project will not change or alter
the current condition.

Strategic Priority:
N.A.

Source Of Funds:
Project funding for this project is provided in the 2026-2035 Capital Improvement Program. No
parking signage has already been included in the project budget. Therefore, authorization of this
resolution will not affect overall project costs or funding.

Staff Recommendations:
Staff recommends that the City Council approve the resolution establishing parking restrictions
on Little Canada Road from Lakeshore Drive to Centerville Road and on Country Drive from
Little Canada Road to South Owasso Boulevard.

Attachments:
• Resolution 2026-1-12
