<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Steven Anderson, Parks and Recreation Director <br /> <br />Date: January 28, 2026 <br /> <br />Re: Addition to City Campus Keyless Entry System <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Quote from Electro Watchman for additional keyless entry at City Hall and Old Fire Hall. <br /> <br />Background: <br />In 2025, the city upgraded City Hall door access to a keyless entry system for all exterior entry <br />doors and the interior employee entrance, improving overall facility security and access <br />management. Since that time, several additional doors have been identified as non-public or <br />restricted areas, making it important to expand keyless entry to these locations to better control <br />access and protect staff workspaces, equipment, and sensitive materials. Expanding the system will <br />reduce reliance on physical keys, strengthen security, and ensure only authorized personnel can <br />enter designated areas. In addition, keyless entry provides valuable audit trail capabilities, allowing <br />the city to track entry activity and support accountability when needed. <br /> <br />The project scope includes expanding the existing access control panel to support two additional <br />card readers, installing one new reader, two keypad card readers, and two electric strike components <br />to ensure secure, controlled entry at each door. Installation labor and all necessary cabling are <br />included to provide a complete, fully functioning system. An additional keypad at the Old Fire Hall <br />will be upgraded with this project as well. All new components will be fully compatible with the <br />City’s current S2 Platform, ensuring seamless integration with existing access management, user <br />permissions, and reporting tools. This upgrade will enhance City Hall’s security infrastructure while <br />maintaining consistent operations and centralized control of keyless entry activity. <br /> <br />Source Of Funds: <br />The City’s purchasing policy states that all unbudgeted items greater than $5,000 must be approved <br />by City Council before the purchase. <br /> <br />This is an unbudgeted addition to existing infrastructure. The cost of $6,259.00 for this project is <br />coming out of the Capital Improvement Fund (Fund 400). Sufficient funds are available. <br /> <br />Staff Recommendations: <br />Motion to approve the quote from Electro Watchman for keyless entry at City Hall and Old Fire <br />Hall. <br /> <br />Attachments: <br />• Electro Watchman Quote JSKRQ3677-01
