Staff Report
To:Mayor Fischer and Members of the City Council
From:Bryce Shearen, City Administrator
Laura Linehan, Assistant City Administrator
Date: January 28, 2026
Re:Strategic Plan Quarter 1 2026 Status Update Report
Action To Be Considered:
No formal action. The purpose of the Strategic Plan Quarter 1 Status Update Report is to inform
the City Council of the Strategic Plan progress to date, receive feedback from the City Council,
and create dialogue around the plan’s status.
Background:
Little Canada Strategic Planning
Following the seating of the 2018 elected council members, at the February 13, 2019, City
Council workshop, staff proposed engaging Hue Life to complete a city-wide strategic plan. The
goal of the proposed strategic planning initiative was to establish a practical vision for the
community and identify the city's steps to achieve that vision.
First Strategic Plan - 2019
Following several strategic planning sessions, interviews with Council members and
Commission members, and feedback from staff, a five-year strategic plan was presented for City
Council adoption on September 11, 2019.
2022 Strategic Plan Update
The 2022 Strategic Plan update was presented at the workshop on July 13, 2022, and was
formally adopted by the City Council on September 28, 2022.
2025 Strategic Plan
As the 5-year strategic plan expired, with over 90.17% of items with measurable completion,
staff recommended completing a strategic planning session with the city council and leadership
team to develop another 5-year strategic plan. On December 18, 2024, the City Council approved
an agreement with Richard Fursman of HueLife to facilitate and document retreat results.
In advance of the strategic planning retreat, staff presented relevant information at the February
26 City Council Workshop. The strategic planning retreat was held on February 28 and March 1.
At that retreat, City Council members, city leadership team, and planning and parks commission
members participated in a facilitated discussion led by HueLife. The discussion resulted in four
strategic directions to help achieve a practical vision for the community and identified clear steps
the city would take to achieve that vision.
