<br />1 <br />Purpose <br />Little Canada is currently soliciting proposals from qualified consulting firms, experienced in the <br />development of a job evaluation and compensation system. It is desired to obtain a consultant <br />who will assist the city in the following: <br />Job Analysis <br />• Enlist all staff to participate in a job analysis questionnaire process to ensure job duties <br />and responsibilities are accurately reflected <br />• Review current job descriptions <br />• Review current position titles for accuracy and best practice for level of work conducted <br />Market Analysis <br />• Conducting a full market analysis of current pay ranges for each position, and possible <br />future positions <br />• Work with the city to determine comparable peer communities (at least 12) based on <br />factors such as scope of services, population, budget, staff levels etc. and, if possible, <br />provide private sector data (ERI, Comp Analyst, BLS, etc.) for analysis <br />• Provide an easy-to-understand report that articulates each position relevant to position <br />in market <br />Job Evaluation <br />• Provide a job evaluation tool that is compliant with state requirements and utilize “Hay <br />method-like” principles to ensure accurate and equitable job evaluation <br />o Please provide a system that is outside of the state system <br />o If only the State Job Match Evaluation System is provided as methodology, please <br />state this <br />• Score each current position <br />• Provide the city with a usable tool for the future to score new positions <br />Classification and Compensation System <br />• Develop a new compensation system that reflects both market and job evaluation <br />• Test new compensation system to ensure pay equity compliance <br />• Attend and present at applicable Personnel Committee meetings, City Council <br />Workshops, and City Council meetings as requested <br />• Develop implementation scenarios for implementing new system with cost projections <br />Post Implementation <br />• Train staff on new job evaluation and compensation system <br />• Provide the city with a usable tool for the future to score new positions <br />• Develop and facilitate a process for appeals
