➢ Rainwater gardens will be implemented for storm water treatment. We will involve <br />Ramsey /Washington Metro Watershed District to assist us in implementing this design <br />concept given their experience in other cities. (This will be the first time rainwater <br />gardens have been used in LC.) <br />➢ We will also try to improve the drainage along Arcade Street in conjunction with this <br />project. Again, coordination with Maplewood will likely be necessary. <br />Noel Drive: <br />➢ The residents want surmountable curbing versus barrier style. Staff indicated our <br />agreement with this request except in areas where barrier curb may be necessary to <br />control storm water flows on steeper grades. <br />➢ The residents want us to pursue as much ponding/storm water treatment as possible on <br />public property. We have the Farm Avenue right -of -way that may help in this regard <br />as well as the property in the southeast corner of the elementary school (will likely <br />involve coordination with the school district). <br />➢ Rainwater gardens will be used, subject to the previous point. <br />➢ A unit assessment for the street versus a front -foot method may be more appropriate <br />given some apparent inequities due to unique lot sizes and configurations. The <br />residents seemed willing to accept this option at the neighborhood meeting, but we <br />should clarify this at the improvement hearing. <br />Staff is recommending we hold the improvement hearings on Monday, January 31st based on <br />the following schedule: <br />County Road B2 — 6:00 p.m. <br />Carla Lane — 6:45 p.m. <br />Noel Drive — 7:30 p.m. <br />Resolutions receiving the feasibility report and calling for the hearings as noted above are <br />attached to this memo. If the suggested date does not work, we will need to generate an <br />alternative. <br />3 <br />
