He felt it unfair to Mr. Alriffi to change <br />the business at this point. Rheaume suggested a six month review of the <br />CUP. Rheaume noted that there is no alcohol on the premises to be <br />concerned about. Weihe agreed. <br />Rheaume felt Alriffi should be given a chance to show he can run the <br />billiard hall in an acceptable manner. Rheaume noted that there can be <br />more problems at a Perkins after the 2 a.m. bar closing time than at a <br />billiard hall. <br />Melloy agreed with Rheaume's comments, and pointed out that this is an <br />existing business that has been running well and growing for the past five <br />years. <br />Knudsen asked the average age ofAlriffi's staff. Alriffi estimated ages at <br />f}om 20 to 30 years in age. <br />Knudsen agreed that the City should not constrain the business at this <br />point and should give Alriffi the opportunity to run the business as <br />successfully at Nhr. Melloy has done. Knudsen felt a review period should <br />be established for the CUP, and if there are issues that arise, they would be <br />dealt with at that time. <br />Duray stated that he was looking to prevent problems by suggesting the <br />closing time be set at 2 a.m. Duray felt that closing time eliminated a <br />potential problem. <br />Knudsen recommended approval of the Conditional Use Permit to allow a <br />billiard /amusement hall as a commercial recreation use in the PUD <br />District at 2900 Rice Street as requested by Ahmed Alriffi subject to there <br />being no alcohol on the premises, and allowing a 4 a.m. closing time, but <br />posted hours to remain shown as a 2 a.m. closing time as is the current <br />practice by Mr. Melloy. <br />Motion seconded by Rheaume. <br />Motion carried 6 -- 1. Wojcik voted against. <br />
