Memo <br />ILG-C-RING -ASSA(I -ATUS <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: February 18, 2005 <br />RE: <br />Annual Report / Public Meeting <br />NPDES Phase II MS4 Permit <br />Purpose <br />As part of the City's General Storm Water Permit under the National Pollution Discharge <br />Elimination System (NPDES) / State Disposal System Permit program for Small <br />Municipal Separate Storm Systems (MS4s), we are required to hold a public hearing <br />during a City Council meeting to present and discuss the City's Storm Water Pollution <br />Prevention Program (SWPPP) for 2004 and proposed activities for 2005. This public <br />hearing has been noticed and will be held at the February 23 meeting. At this meeting, I <br />will briefly review the report and answer any questions you may have. As a requirement <br />of the permit the public must be allowed to provide written or oral input on the report and <br />general permit as well. <br />Background <br />The Minnesota Pollution Control Agency (MPCA) requires that the City of Little Canada <br />obtain a permit to operate a Municipal Separate Storm Sewer System (MS4) in <br />accordance with the National Pollutant Discharge Elimination System (NPDES) Phase II <br />permit program. The primary goal of this permit is to restore and maintain the chemical, <br />physical, and biological integrity of the waters of the state through management and <br />treatment of urban storm water runoff. This permit has to be renewed every five years <br />and requires annual accomplishment submittals. <br />Annual Report <br />The original permit application was submitted in accordance with MPCA requirements in <br />March 2003. The City has just completed year 2 of the 5 year permit. The permit <br />requires the submittal of a yearly report to the MPCA, by March 10th of each permit year, <br />to demonstrate the progress in complying with the permit goals.
