MINUTES <br />CITY COUNCIL <br />FEBRUARY 26, 2003 <br />CONSENT <br />AGENDA <br />Montour felt that non - regulation of banners would be a big mistake for the <br />City. He felt that these banners would cause additional clutter in the City, <br />and noted the Code Enforcement Officer's recent success in getting <br />banners retnoved. Montour suggested that banners be addressed as a <br />temporary sign for special sales or events. <br />Blesener indicated that in touring the City and looking at the various <br />businesses, he did not think there would be many businesses that would <br />display banners. LaValle suggested that the City allow banners as <br />permitted signage. Should they become a problem, the Council can revisit <br />the issue. <br />Mr. Anderson introduced the following ordinance and moved its adoption: <br />ORDINANCE NO. 542 — ADOPTING AN ORDINANCE AMENDING <br />THE ZONING CODE OF THE CITY OF LITTLE CANADA <br />RELATIVE TO TEMPORARY SIGNS AS AMENDED <br />The foregoing ordinance was duly seconded by LaValle. <br />Ayes (4) Anderson, LaValle, Fahey, Blesener. <br />Nays (1) Montour. Ordinance declared adopted. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003 -2 -43 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF RIGHT OF ENTRY FOR SHERMAN <br />ASSOCIATIONS TO ALLOW ENVIRONMENTAL TESTING FOR <br />COMMERCIAL DEVELOPMENT AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE ON BEHALF <br />OF THE CITY; <br />*APPROVING THE SATISFACTIONS OF DEVELOPMENT <br />AGREEMENT ON THE FORMER DELONAIS PROPERTY AND <br />AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR TO <br />EXECUTE ON BEHALF OF THE CITY; <br />*CALLING A WORKSHOP MEETING TO DISCUSS MARKET <br />PLACE DRIVE STREETSCAPE IMPROVEMENTS FOR MARCH 12, <br />2003 AT 6:30 P.M. <br />
