Hanson <br />www.ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />Kathy Glanzer, City Clerk <br />DATE: March 18, 2005 <br />RE: Gambling Issues — Little Canada Bingo Hall <br />The charities currently operating at the Little Canada Bingo Hall include Millennium <br />Charity Plus (4 days), Little Canada I- Iistorical Society (1 day + a Tuesday day session), <br />North Suburban Youth Foundation (1 day), and Lake Owasso (1 day). <br />As you are aware, Millennium Charity Plus (MCP) is losing its gambling license and will <br />be discontinuing operations at the Little Canada Bingo Hall. The date this will take effect <br />is not yet determined and depends on the course of action chosen by MCP relative to the <br />consent order issued by the Gambling Control Board. Additionally, the Little Canada <br />Historical Society (LCHS) has indicated the desire to cease their gambling operation <br />effective May 31, 2005. As a result, that will leave 5 days at the Little Canada Bingo <br />I -call available. <br />On a short -term basis, Lake Owasso, North Suburban Youth Foundation (NSYF) and <br />LCHS have indicated a willingness to take over MCP's sessions at the point they are no <br />longer operating. It is my understanding they will split the sessions on an approximately <br />even basis and maintaining the current rotation methodology. Amendments to their <br />existing leases with the Market Place Shopping Center will be required in this scenario. <br />A longer -term solution will be needed to keep the Bingo Hall viable. NSYF and Lake <br />Owasso have met and indicated their desire to each operate two days at the Bingo Hall. <br />They have also requested that any action by the Council in allocating bingo sessions <br />among the various organizations that are interested include the continuation of the current <br />rotation schedule to ensure an equitable distribution of "good" and "bad" sessions. Both <br />also indicated that they were not interested in more than two clays of sessions. <br />Canadian Days and Little Canada Recreation Association (LCRA) will be meeting next <br />week to determine if they have any interest in operating at the Bingo Hall.
