515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ei.litt.le- canada.nm.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: April 7, 2005
RE: Gambling Issues Update
MAYOR
Bill Blesener
COUNCIL
Jiro LaiValle
Rick Montour
Barbara Allan
John Keis
ADMINISTRATOR
Joel R. Hanson
Millennium Charity Plus has signed the Consent Order issued by the Gambling Control
Board and will cease its operation effective May 20, 2005. As a result, there will be four
days available at the Little Canada Bingo Hall. The remaining organizations (Historical
Society, Lake Owasso, North Suburban Youth) will take on these sessions to keep the
bingo hall in operation over the short term.
The Little Canada Recreation Association met on April 6th to discuss whether or not they
are interested in operating a gambling operation at the bingo hall. LCRA has appointed a
task force to study the issue in detail and bring a recommendation to the full membership
on April 20th. It is hoped that a decision will be made at that time. As a result, staff will
schedule this matter for discussion at the April 27th Council meeting.
At the legislative level, Tom Barrett, Executive Director for the Gambling Control Board,
has indicated there is little change with pending legislation at this time. Bingo rent
controls are progressing as proposed; however, there may be some resistance at the
Senate level with modifying the allowable expense percentage.
