April 22, 2005 <br />Mr. Lee Elfering <br />Elfering and Associates <br />17562 Dunkirk St. NE <br />Ham Lake, MN 55304 <br />Dear Lee: <br />As stated previously, the Flood Insurance Rate Map (FIRM) for Little Canada shows the <br />property recently purchased by the Ramsey - Washington Metro Watershed District (District) <br />is located within a "Zone A" special flood hazard area, which means no base flood elevation <br />was previously determined. The District is requesting that the City of Little Canada adopt a <br />resolution that establishes a Base Flood Elevation (BFE) at Elevation 869.3 (MSL), for that <br />property. The following is language that can be incorporated into the City's standard <br />resolution format. <br />WHEREAS, the parcel at 2665 Noel Drive, recently purchased by the Ramsey - <br />Washington Metro Watershed District (District), is located within a FEMA ` Zone A" <br />special flood hazard area, meaning no Base Flood Elevation was previously <br />determined for the area; and, <br />WHEREAS, the District intends to construct an office building, with a low floor <br />elevation of 883.0 MSL, within this FEMA "Zone A "; and, <br />WHEREAS, filling of the property, as identified in the "Phase I Environmental <br />Assessment Report" (June 2004, Barr Engineering), dates back to the 1960's; and, <br />WHEREAS, FEMA considers fill that is placed before the date of the first National <br />Flood Insurance Program (NFIP) map showing the area, in a special flood hazard <br />area, to be "natural grade"; and, <br />WFIEREAS, the first NFIP map completed for this area was created in 1982; and, <br />C:ADocuments and Settings \jowl. hanson \Local Settings \Temporary Internet Files VOt.K232AResolution to Establish BFE.doc <br />
