Memo <br />.EIfCRING . fiSSOCITIT -ES <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: May 5, 2005 <br />RE: Sanitary Sewer Replacement on County Road D <br />As the Council is aware the Minnesota Department of Transportation (Mn /DOT) is <br />reconstructing the Edgerton Street Bridge crossing Interstate 35E/694. In conjunction <br />with the project the intersection of County Road D and Edgerton is also being improved. <br />A review of the sanitary sewer system in the area has recently been completed. During <br />the televising of the sanitary sewer the camera became completely submerged along <br />major portions of the main line sewer between Payne Avenue and Edgerton Street which <br />indicated that the main is sagging in locations. It is estimated that the sags in these 8- <br />inch mainline runs are in excess of 6- inches and could be up to the height of the entire <br />pipe. All other sanitary sewer lines within the project limits were in good condition. <br />Upon review of the existing lines we would recommend that the City Council approve <br />replacement of the existing sanitary sewer based on the following. <br />1. The construction within close proximity to the existing sanitary line may <br />increase the severity of the sag that already exists. <br />2. Separation of pipe joints is typical in sags of this extent, resulting in <br />groundwater infiltration. <br />3. The sanitary sewer repairs would be completed within the existing street <br />reconstruction area already disturbed. Therefore no additional pavement <br />restoration would need to be completed due to the sanitary sewer replacement <br />work at this time. <br />Due to the condition of these lines we requested that the Contactor (Frattalone) <br />completing the work provide an estimate for replacement of 562 feet of the 8" Vitrified <br />Clay Pipe sanitary sewer with new PVC sewer. The estimate for completing the work <br />received is attached and totals $45,100.00. The exact location of the watermain in <br />relation to the sanitary sewer is not known and therefore the time estimated by the <br />contractor to complete the work is 7 days and takes into account removal and <br />replacement of the watermain. According to the City records the watermain should only <br />be encountered at one crossing location. If this is true the work could be done in less <br />time. To ensure that the Contractor and the City are fair in the regards to payment for <br />the work, we are recommending that the City authorize the work to be completed under <br />a separate contract with Frattalone on a time and material basis.
