2005 for a temporary roll off signs since banners were allowed without a permit.
Even though permits will be required for banners, staff believes eliminating
banners mounted to the double posted pylon will increase the use of roll off signs
in this area. The businesses do not have direct visibility from Rice Street like
some other centers and in turn they will want their temporary signs along Rice
Street. The Council will need to decide if they prefer roll off signs, banners, or
both. Another option may be to limit how many permits are allowed at one time
or how many banners are allowed at one time for multi- tenant properties
(Example in the case of multi- tenant properties no more than one business will be
allowed to display a banner on the pylon). At this time, the ordinance allows for
no more than 50% of the center to have permits out at one time.
o Also staff did change the number of permits or days allowed per year. The
recommendation of the planning commission was 4 permits per year for 120 days
with the stipulation that non - banner temporary signage would be limited to no
more than 60 days of that allocation. This would create some additional
monitoring when issuing permits, but staff believes it would be manageable.
H:\JessicaJ \Code Enforcement \Correspondence \Code Enf 2005 \MayCow - 3 - Memo.doc
