Memo <br />ULf CRIHG - ASSOCI-ATES <br />'NINON <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: May 20, 2005 <br />RE: 450 East Little Canada Road (Mary House) <br />Filling and Grading Permit <br />Permit Request <br />In March of 2004 a Filling and Grading Permit was applied for and approved for the <br />above referenced address for 4000 cubic yards of fill. A copy of the original memo to the <br />City Council for that permit is attached. To date approximately 3,700 cubic yards of <br />material has been brought onto the site and two Metropolitan Council of Environmental <br />Services (MCES) manholes have been raised. Due to the raising of the manholes <br />additional fill is required to match into existing grades. The Contractor is estimating that <br />an additional 5,800 cubic yards of material will be necessary bringing the total fill brought <br />to the site to approximately 9,500 cubic yards. <br />To allow for this additional fill a second permit application has been submitted. We have <br />reviewed the site and determined that the additional fill will not negatively impact the <br />drainage pattern of the area. We have also contacted the Metropolitan Council <br />regarding the raising of their manholes. While the raising of the manholes was done <br />prior to a permit being issued, MCES has inspected the work performed and has <br />approved it along with the fill material. Therefore, it is our recommendation that a <br />second permit be approved for the additional fill. The approval should be contingent on <br />the same conditions as the first permit as listed in the memo of March 15, 2004. <br />The applicant has already paid the original permit fee based on the 4,000 cy of material <br />originally estimated. It is our recommendation that a new permit fee be calculated based <br />on the 10,000 cy of material being applied for and a credit given to the applicant for the <br />increased amount of the fee.
