the suburbs. Still another comment is the suburbs should support St. Paul to ensure the health <br />of the central city to avoid problems spreading to the suburban areas. Lastly, some would <br />argue that the suburbs, particularly those contracting with the County, have been subsidized <br />by St. Paul for dispatch services due to County costs spread over the entire tax base that <br />largely benefited the contracting jurisdictions. <br />Ramsey County is asking for a resolution of indicating our interest in participating in a <br />consolidated dispatch center and designating someone to represent Little Canada in <br />negotiations. (See Attached) A number of jurisdictions (Falcon Heights, Roseville, and <br />Vadnais Heights) have modified the sample resolution to indicate their support for the <br />consolidated dispatch operation providing the cost allocation formula is more equitable. (See <br />other city examples attached.) <br />Therefore, staff would recommend adoption of a resolution supporting a consolidated <br />dispatch center if a more equitable funding formula is agreed upon. (You may want to be as <br />specific as Vadnais Heights in this regard.) However, you should understand that by doing <br />so, we might have little impact on the outcome as the County Board would have to reconsider <br />an earlier vote that went 5 to 2 in favor of the current formula. (Commission Wiessner voted <br />against the formula due to equity concerns.) Furthermore, radios have already been ordered <br />and the County is moving ahead with building plans. <br />The new radio system will be a significant advance in the delivery of public safety services. <br />Hopefully, we can work through the details to yield an outcome everyone can live with. <br />cc: Commissioner Wiessner <br />2 <br />
