But because of our Council Meeting schedule and your timetable, Roseville's Council actually adopted a Resolution last night. A pdf copy is attached. As you can see, while our Council supports the concept of consolidated dispatch, they have deep reservations about the dramatic shift in funding away from the call -based and cost -based mechanism Roseville has used for many years with Ramsey County for our Police dispatching and with St. Paul for our Fire dispatching. Accordingly, they have asked me to talk with my suburban counterparts and others to explore alternatives. One alternative among others is to reduce the number of dispatch centers from four to two, and have Ramsey County fund and operate both a suburban Ramsey dispatch center and an urban Ramsey dispatch center, with the County property tax proceeds allocated to each dispatch center based on the property taxes raised from the cities served by each of the two dispatch centers. Another alternative is for Ramsey County, St. Paul, or a JPA to operate a consolidated dispatch center but on a contract - for - service and cost -of- service basis where there is a negotiated price per call handled.
