MINUTES <br />CITY COUNCIL <br />APRIL 11, 2012 <br />pointed out the need to monitor the TIF fund balance to make sure that the <br />TIF fund is utilized for this redevelopment project. <br />"Complete Little Canada Road Streetscape Plan" was reviewed, and it <br />was pointed out that the County and City are proceeding with the <br />improvement of Little Canada Road east of the freeway to Edgerton <br />Street. The Parks & Recreation Commission has suggested the addition of <br />streetscape elements to the project, and the Administrator indicated that <br />once the decision has been made on whether or not to bury the powerlines, <br />streetscape elements can be planned for this project. <br />Council reviewed the action plan for "Evaluate Spot -Zoned Properties ". <br />The City Administrator noted that four sites have been identified, the <br />former Norm's Tires, Bring's, the McCumber property, and Zoch <br />property. He pointed out that this is a matter of awareness and taking <br />advantage of redevelopment opportunities when they arise. With regard to <br />the McCumber property, the Administrator presented copies of previous <br />Council meeting minutes when the property was rezoned to B -I District. <br />The Administrator also pointed out that if a proposal is presented on any <br />of these sites, the City can act at that time to try to improve the aesthetics <br />of the properties. Ed McCumber indicated that he did not want to see his <br />property rezoned. He also described the improvements that he made to his <br />property at the corner of Edgerton Street and County Road D. The <br />Council requested that any time in the future Mr. McCumber decided to <br />sell his property that he contact the City first to allow the City the first <br />opportunity to consider purchasing it for redevelopment purposes. With <br />regard to the Brings property and the land to the north, the Council <br />suggested that the City Administrator contact the owner of the lot to the <br />north. It was noted this piece of property may have some benefit as an <br />addition to Pioneer Park The Council indicated that the Parks & <br />Recreation Commission should comment on whether or not adding this <br />parcel to Pioneer Park would be beneficial. <br />McCumber asked about the Northeast Redevelopment Project, noting his <br />desire to acquire approximately 40 feet of property at the back of his <br />residential lot on Arcade Street. McCumber also asked about the access <br />drive between his house and the Paddock house. The Administrator <br />reported that the plan is to provide street access from LaBore Road. When <br />that happens it is likely that the land over which the access drive to Arcade <br />Street lies could be sold to the abutting property owners. <br />The Council reviewed the action plan for "Northeast Residential <br />Redevelopment Project ". The City Administrator explained the <br />parameters of this project. He indicated that a neighborhood meeting will <br />be held to explain the project to the impacted property owners.
