MINUTES <br />CITY COUNCIL <br />APRIL 11, 2012 <br />The Administrator then reported that his plan would he to hire a part -time <br />accounting clerk once the finance director position has been filled so that <br />that person can be involved in the hiring process. <br />The Administrator indicated that he would be advertising for the finance <br />director position as soon as possible. If Shelly Rueckert submits a <br />proposal, that proposal would be considered as well. The Administrator <br />pointed out that Rueckert is still assisting Little Canada in finalizing the <br />2011 audit. <br />13lesener suggested that the position be advertised as an accounting <br />supervisor with the intention that a person would be hired with the right <br />skills to advance to a finance director level. The Administrator noted that <br />this was the approach taken when Shelly Rueckert was hired. He <br />indicated that he reviewed the titles of finance personnel in other cities of <br />similar size, and most had finance directors. The Administrator indicated <br />that he hopes to hire a person with the skill set that can grow and develop <br />in the job over the long term. <br />The Council was in agreement with the approach proposed by the City <br />Administrator. <br />FINANCIAL The City Administrator recommended that the City hire Rusty Fifield of <br />ADVISORY Northland Securities be hired to serve as the City's financial advisor on <br />SERVICES the Northeast Redevelopment Project. He indicated that the City utilizes <br />the services of a financial advisor for such things as bond issues and tax <br />increment financing services. The Administrator reported that when he <br />began working for the City, Juran & Moody was the City's financial <br />advisor. Northland Securities is the successor to Juran & Moody. <br />The Administrator reported that several years ago the City did a request <br />for proposal (RFP) for financial advisory services. At that time, Ehlers & <br />Associates was hired and Rusty Fifield worked for Ehlers and was the <br />City's contact. Fifield left the firm in the early 2000's and went to a <br />planning firm. Fifield has gotten back into the financial advisory field and <br />is working for Northland Securities. He has expressed an interest in <br />providing this service to Little Canada, and the Administrator suggested <br />that having Fifield undertake this project will be a good evaluation tool to <br />determine if Northland Securities should serve as the City's financial <br />advisor going forward. The Administrator did not anticipate any cost <br />savings in making this move, but felt the input the City would receive may <br />be valuable. <br />3 <br />
