July 8th, 2005 <br />Mr. Joel Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />A <br />AIVI =RICAN TOW =R <br />RE: Exhausting Co- location possibilities <br />Dear Mr Hanson, <br />After investigating the existing structures within the search ring as well as a reasonable <br />distance outside the search area, we are not able to utilize these structures in order to <br />meet our coverage objective. Within the search ring, we had identified the MNDOT <br />monopole. This monopole is not capable of holding the proposed 12 antennas and 12 <br />coax lines for Cingular's system. This tower was built quite some time before the design <br />and growth of the telecommunication industry and therefore was built for a specific use <br />and application. It is not feasible or a candidate to be rebuilt. <br />There is one communication tower outside the Cingular Wireless search ring which is <br />located on the Donovan property. It is a 150' monopole that currently has 2 wireless <br />carriers on it. The first concern was to the available mounting height that would allow our <br />system to work properly and reach our coverage objective. The second concern was <br />meeting the tip to tip separation required with our system as well as our responsibility in <br />meeting the requirements of separation of the existing tenants. With the scenario to invert <br />the existing whip antenna, extending beyond the tower height, and the city allowing a <br />height variance, the issues would be whether the change of location/rad height of that <br />whip allow that carrier to operate their system as intended. Even with all that put aside, <br />Cingular's RE engineers ran the studies with the later scenario. Enclosed is the map <br />showing those results. The map clearly proves that even with the suggested relocation of <br />the whip, the site will still not give the coverage needed to meet Cingular's coverage <br />objective. <br />With this information and supporting documentation, we respectfully have met the <br />requirements asked of us from the city. The cities code #903.140, (12) states that a new <br />tower over 120 feet must be designed to accommodate two additional users. To support <br />the justification of a new tower site, Cingular has taken an option at it's our expense to <br />design this tower to accommodate three additional carriers.
