NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 763.231 .2561 planners @nacpianning.com <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Ann Kluessendorf / Stephen Grittman <br />DATE: May 6, 2005 <br />RE: Little Canada — Cingular Wireless Communication Tower: CUP <br />FILE NO: 758.09 - 05.12 <br />Background and Analysis <br />Cingular Wireless has requested a conditional use permit to allow the construction of a <br />150 foot self - supporting tower and cellular antenna upon an 800 square foot (40 foot by <br />20 foot) lease parcel located south of Interstate 694 and west of Interstate 35E. In <br />conjunction with the tower construction, a 240 square foot (12 foot by 20 foot) <br />equipment building has also been proposed. <br />The lease parcel in question lies within a larger 3.5 acre parcel addressed as 3250 <br />Spruce Street. According to the Zoning Ordinance, telephone transmission or receiving <br />facilities which exceed the height limits of the applicable zoning district require the <br />processing of a conditional use permit. <br />The subject property is zoned I -P, Industrial Park, which establishes a maximum height <br />requirement of 40 feet. <br />In consideration of the requested CUP, an initial determination should be made by the <br />City as to whether or not the proposed use can be "reasonably" accommodated if co- <br />location were to be required. <br />If the City determines that a co- location requirement would deny reasonable opportunity <br />for existence of the tower, (in the proposed area), our office would recommend approval <br />of the requested conditional use permit subject to the following conditions: <br />1) The tower is designed and constructed to accommodate two (2) additional users <br />including but not limited to other cellular or personal communication companies, <br />local police, fire and ambulance companies. <br />2) Verification of the antenna support towers "collapsible" design is provided to the <br />City. <br />
