403. PARKING REGULATIONS. <br />403.010. PARKING PROHIBITED. There are hereby established parking regulations, <br />including parts of streets within the City, wherein parking will be prohibited in portions of streets <br />and wherein parking will be restricted to certain hours and hereinafter set forth. <br />403.020. HOURS. Between the hours 7:00 o'clock a.m. and 5:00 o'clock p.m. on any day <br />except Saturday, Sunday or a holiday, no parking shall be permitted on County Road B 2, also <br />known as Flower Street, from the east right of way line of Rice Street to a point in line with the east <br />building line of Capitol View Junior High School. <br />403.030. STATE LAWS ADOPTED. All provisions of the laws of the State of Minnesota <br />with reference to parking and the regulation thereof, on State Trunk Highways are hereby adopted by <br />reference and made a part hereof as though fully set forth herein. <br />403.040. SNOW EMERGENCY PARKING REGULATIONS. The parking of any motor <br />vehicle upon any street or road in the City of Little Canada in such a manner or at such a time so as <br />to impede the plowing or removal of snow following a snowfall of 2 inches or more in depth shall be <br />prohibited until the snow on such street or road has been removed or plowed. Vehicles of violators <br />may be tagged and towed away by or at the direction of the City and the expense of such towing may <br />be charged to the owner of such vehicle. Any such towing or storage charges incurred by the City <br />will be paid by the owner before he is allowed to reclaim his vehicle. <br />403.050. PARKING OF COMMERCIAL VEHICLES PROHIBITED. Parking of <br />commercial vehicles shall be prohibited on all residential streets except while making deliveries or <br />pick -ups. Off - street parking of commercial vehicles shall likewise be prohibited, except that the <br />parking of one truck with a gross vehicle weight, as defined in Minn. Stat. Section 169.01, Subd. 46, <br />which shall not exceed 12,000 pounds, shall be permitted. <br />403.060. ESTABLISHMENT OF FIRE LANES. The City Council upon report and <br />recommendation of the City Administrator and Fire Chief, may order the establishment of fire lanes <br />on public or private property in order that the use of fire equipment shall not be impeded and that <br />access to fire hydrants, stand pipes or buildings may not be obstructed. The fire lanes shall be <br />designated by conspicuously posted signs displaying the words No Parking - Fire Lane" or words of <br />similar meaning. The City shall erect and maintain such signs on public property. The owner of <br />private property shall erect and maintain such signs on his property at his own expense within 30 <br />days after notification by the City Administrator of the establishment of a fire lane. <br />403.070. PARKING PROHIBITED IN FIRE LANES. No person shall park a vehicle or <br />otherwise occupy or obstruct a fire lane where appropriate "No Parking" signs have been erected. <br />403.080. PARKING ON PRIVATE PROPERTY PROHIBITED. No motor vehicle shall be <br />parked unattended on private property without the express consent or permission of the property <br />owner or person authorized by such owner to grant such permission or consent.
