MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 10, 2005 <br />Duray asked if there were any State or County licensing requirements for <br />tattoo artists. Heffron reported that there are no State licensing <br />requirements. However, there are licensing requirements that vary from <br />County to County. Ramsey County does not have licensing requirements. <br />Heffron reported that the only regulation he is aware of is that there can be <br />no tattooing of people under the age of 18, which he would not do. There <br />may be more regulations and licensing requirements in the future, <br />however. <br />Rheaume asked about insurance. Heffron reported that the business he <br />works for now has a $1 million policy, and he would obtain his own <br />insurance if he can open his business. <br />Duray asked if there was anyone from the general public present wishing <br />to comment. <br />Jim Baker, American Family Insurance on Little Canada Road, reported <br />that he has been noticing gang activity up and down Little Canada Road. <br />Baker was concerned about the impact of the tattoo parlor. Baker stated <br />that he can understand Heffron's policy of not discriminating, but asked <br />about negative repercussions to the business if Heffron refused to tattoo <br />gang symbols. <br />Heffron reported that he was not concerned about repercussions and would <br />leave it up to God. Heffron felt that he would utilize his ministry to deter <br />such activity and outreach to people. <br />Hall asked if Heffron had a portfolio of designs. He also noted that there <br />may be gang symbols that Heffron would not be aware of and would <br />inadvertently provide to a customer. Heffron reported that he does have a <br />portfolio of his custom design work, but does have people that bring <br />drawings in to him. <br />It was pointed out that the corner of Little Canada Road and Lakeshore <br />Avenue is not very well lit at night, and there are residential homes located <br />directly across the street. Heffron reported that he would be installing a <br />security system. Heffron also suggested that if there are gangs around, <br />perhaps that could change as a result of his ministry. <br />Duray noted that as a new business proposing to locate in the City, the <br />Commission must weight out the impacts and make sure the business fits <br />the zoning district and the surrounding area. <br />The City Planner noted that there are two actions before the Commission <br />for consideration.
