Given the minimum age restrictions which define tattooing as an adult activity it seems to me that <br />a distance requirement of 350 to 500 feet as defined in 903.130.B line 1, is a reasonable <br />provision for the council to include in any decision for the requested text amendment. <br />In relation to the second request of CLM and Mr. Heffron for a Conditional Use Permit allowing for <br />the establishment of a tattoo parlor at 2760 Lakeshore Avenue I have the following concerns. <br />1. The proposed business is in an area of a B -3 zone in direct contact with an R -1 zone. The <br />address of the proposed business is Lakeshore Avenue, the business fronts Lakeshore Avenue, <br />and the only customer access (entry or exit) to the proposed business is Lakeshore Avenue. The <br />business is in direct contact with residences of an R -1 zone. <br />2. This particular business property serves as the first impression of the above mentioned <br />neighborhood. The natural entry point for the streets of Australian, Bluwood and, Lakeshore /Old <br />County Road C, is the corner of Lakeshore and Little Canada Road. Secondary access can be <br />gained from the south (Rice to Demont to Lakeshore). For reasons already shared, the <br />neighborhood is very unhappy with the CLM's proposal of a C.U.P. for a tattoo parlor. The <br />Australian, Bluwood and Lakeshore residents who rely on the neighborhood entry at Lakeshore <br />Avenue and Little Canada Road find the prospect of a tattoo parlor functioning as a first <br />impression of our neighborhood highly undesirable, and furthermore believe that such a presence <br />will have a negative effect on property values and may likely contribute to increased crime levels <br />and /or other public safety issues. <br />3. We value the family atmosphere of our neighborhood. We do not have many sidewalks in our <br />neighborhoods, but we do have one on Lakeshore upon which children like to run and ride bikes <br />for the eight to nine months Minnesota weather allows. It is a reality, however much we may <br />disagree, that tattoo parlors do not tend to promote a family atmosphere and that parents will now <br />have even higher safety concerns for their children. <br />I submit to you that the concerns of the neighborhood are of very high importance. These are <br />people who love Little Canada, some of us have tattoos -some of us don't — but all of us love our <br />neighborhood. When the people of this neighborhood speak -they are speaking from on the <br />ground experience. Therefore, I respectfully, ask; <br />should you deem it necessary to pass this text amendment, <br />and should you deem it unnecessary to provide buffers zones for residential areas directly <br />adjacent to B -3's, <br />will you grant special consideration to the concerns of the neighborhood and honor them by <br />determining that Lakeshore Avenue is not suited to house a tattoo parlor. <br />Sincerely, <br />Brett W.
