Hanson <br />To: Mayor Blesener and Members of City Council <br />From: Bill Dircks, Public Works Superintendent <br />Lee Elfering, City Engineer <br />Date: November 3, 2005 <br />Re: Replacement of Septic System at 2221 McMenemy Road <br />Mr. Duane Dahlstrom contacted the City Building Inspector for approval of the <br />replacement of his existing septic system at the above referenced address. His property is <br />located south of Highway 36 on the eastern border of the city. Maplewood has a sewer <br />main that runs down McMenemy Road; however, there is no stub for Mr. Dahlstrom's <br />property and his first floor elevation is approximately 10 -12 feet below McMenemy <br />Road. City ordinances allow for an Individual Septic Treatment System where it is <br />clearly shown that there is a hardship or practical difficulties in the extension of the <br />public sanitary sewer service to the structure as determined by the City Engineer <br />provided the property is at least one acre minimum high ground size. It is the opinion of <br />staff that practical difficulties exist in order to connect to City sewer. <br />Staff requested that Mr. Dahlstrom obtain quotes for the cost of connecting to the sewer <br />main. He provided us with the attached quote from Capra's Utilities. The quote involves <br />installation of sewer and water laterals from the street to the property line and also the <br />installation of a pump tank to lift the sewage up to the sewer main in the street. Since the <br />quote involves a water connection also, approximately 25 % -40% of the cost could be <br />dropped from the price quote given. Generally, the same trench is used so the only <br />irrelevant costs are those associated with the water pipe and the labor involved in <br />installing the water. There are also some permit fees that would not be charged. The <br />bulk of the price involves the digging and the installation of the pump tank. Beyond <br />price, the difficulties associated with the connection appear to outweigh any benefit that <br />would be received by the homeowner or others. <br />Mr. Dahlstrom will be doing the work himself and has assured us that he has worked on <br />another septic installation in the past. He has agreed to conform to all state, federal, and <br />local rules governing Individual Septic Treatment Systems and his work will be inspected <br />by a certified LS.T.S. inspector. Staff will also require the system to be pumped yearly <br />and inspected at least every three years per City Code.
