City of Little Canada RESOLUTION TO PARTICIPATE IN THE COUNTYWIDE ALL - HAZARD MITIGATION PLAN WHEREAS, the County of Ramsey Division of Emergency Management and Homeland Security has participated in the all- hazard mitigation planning process as established under the Disaster Mitigation Act of 2000, Pub. L. No. 106 -390; and WHEREAS, the Act requires all counties and municipalities to develop, adopt and maintain all- hazard mitigation plans either independently or on a countywide, multi - jurisdictional basis; and WHEREAS, such plans must be well integrated and coordinated to account for the fact that hazards in one jurisdiction impact on other nearby jurisdictions; and WHEREAS, the Act establishes a framework for the development of an all- hazard mitigation plan; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and businesses; and WHEREAS, the plan must include a mitigation strategy including priorities, goals and strategies and an action plan identifying specific mitigation projects and timeframes; and WHEREAS, the plan must include an implementation and maintenance process including plan updates, integration of the plan into other planning documents and how the County will maintain public participation and coordination; and WHEREAS, Ramsey County Division of Emergency Management and Homeland Security has indicated its willingness to coordinate these efforts should the municipality so desire; and WHEREAS, the plan will be shared with all municipalities, the County Board of Commissioners and the State of Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management for coordination; and WHEREAS, adoption of the all- hazard mitigation plan will make the municipalities and the County eligible to receive Hazard Mitigation Grant Program (HMGP) project grants and Pre - Disaster Mitigation (PDM) Grant Program grants; and WHEREAS, this Countywide All- Hazard Federal Emergency Management Agency Department of Public Safety, Division Management for Ramsey County and for chooses to adopt this plan as their municipal Mitigation Plan has been approved by the (FEMA) and by the State of Minnesota of Homeland Security and Emergency any jurisdiction with Ramsey County that All- Hazard Mitigation Plan; and 3
