MINUTES PLANNING COMMISSION SEPTEMBER 8, 2005 Knudsen agreed and indicated that his feeling was that an electronic reader board was an upgrade from the hand - changed message board and had a more professional appearance. However, he did not want to open the issue up too far. Knudsen again pointed out that there is currently a scrolling sign in a window at one of the Rice Street businesses. Wethem indicated that they are a community- oriented businesses and would advertise community events on their electronic message board. Wethem asked if they could have an extension on their banner while this issue is under further study. Knudsen indicated that Wethem would have to take that issue up with City staff. The Commission felt that other than the electronic reader board, the rest of the application was acceptable. Duray suggested the need for additional handicapped parking. The Planner indicated that the Building Official would look at that issue. Knudsen recommended approval of the PUD Permit to allow a sign fabricating /manufacturing company, approval of the Comprehensive Sign Plan as submitted except for the pylon sign with electronic reader board which is tabled until the October Planning Commission meeting, and approval of Architectural Review for AE Sign Systems at 2768 Rice Street subject to compliance with the recommendations of the City Planner and instructing the Code Enforcement Officer to survey the surrounding cities to determine how they handle the issue of electronic reader boards. Motion seconded by Duray. Motion carried 5 — 0. CUP & Richard Reeves, Maaco Auto Painting, appeared before the Commission ARCHITECTURAL requesting a Conditional Use Permit to allow accessory retail sales of REVIEW — used vehicles (indoor) as well as Architectural Review for facade 3245 COUNTRY improvements he is planning for the front of his building. Reeves DRIVE — described the proposed facade improvements which include the MAACO AUTO installation of EIFS panels on the front of the building to hide roof -top PAINTING mechanicals and update the look of the building as well as install new windows and paint the building. The City Planner indicated that EMS panels are acceptable under the City's architectural guidelines. He noted, however, that this property is zoned I -P District, therefore, is not subject to architectural review. The Planner indicated that the property owner needs only to apply for a building permit for the planned exterior improvements.
