DRAFT RESOLUTION <br />WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners <br />authorized the Ramsey County Manager to proceed with the design and construction of <br />a County subsystem backbone of a countywide Public Safety Communication System <br />(PSCS) /800 MHz Interoperable Communication System as a subsystem for the <br />Metropolitan Radio Board's public safety communication system; and <br />WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners <br />authorized the Ramsey County Manager to develop a preliminary design of a Ramsey <br />County PSCS /800 MHz PSAP /Dispatch Center that would be sized to allow for potential <br />future countywide dispatching for consideration by the County Board and the Policy <br />Planning Committee; and <br />WHEREAS, On April 26, 2005, the Ramsey County Board of Commissioners <br />authorized the Ramsey County Manager to represent the County Board in formal <br />negotiations with the independent PSAP /Dispatch Centers; and <br />WHEREAS, On September 13, 2005, the Ramsey County Board of <br />Commissioners directed the County Manager to negotiate Agreements for dispatch <br />center consolidation with Ramsey County municipalities that include a provision for the <br />County to provide dispatch services to participating cities with 60% of the cost from the <br />countywide tax levy and 40% based on each city's calls, beginning 2007 and to return to <br />the County Board on or before October 18, 2005, with the agreements so that dispatch <br />center site development and dispatch console reconfiguration can proceed as soon as <br />possible; and <br />WHEREAS, On October 4, 2005, the Ramsey County Board of Commissioners <br />reaffirmed its September 13, 2005, action and further endorsed the following dispatch <br />agreement terms: <br />1. Call for Service means a Computer -Aided Dispatch (CAD) incident number <br />that originates from a 911 calf. <br />2. Ten -year term (ending December 31, 2016). <br />3. First two years' costs based on the cost allocation sheets handed out at the <br />September 1, 2005, meeting with Ramsey County municipalities. <br />4. Thereafter, rolling three year average based on 60% on the levy and 40% on <br />Calls for Service. <br />5. 911 fees split 60% on the levy and 40% on Calls for Service. <br />Now, Therefore, Be It <br />RESOLVED, The Council supports the following <br />Dispatch Agreement Terms proposed by the Ramsey County Board of Commissioners <br />on October 4, 2005: <br />-4 <br />
