CITY CENTER DISTRICT <br />18.010 Intent and Purpose. The City Center District is <br />intended to help implement the goals and policies of the Vadnais <br />Heights Comprehensive Plan relating to the City Center area and <br />specifically the Vadnais Center Preferred Land Use Plan. It is <br />designed to provide maximum flexibility to potential developers and the <br />City of Vadnais Heights while retaining for the City the ability to <br />require that development plans meet the spirit of the Vadnais Heights <br />Comprehensive Plan. This District is similar to the Planned Unit <br />District except that specific objectives, criteria, and plans are <br />incorporated to guide the review process. <br />18.020 Uses in the City Center District. <br />Permitted Uses: None. <br />(2) Special Uses: The following uses may be allowed by Special <br />Use Permit subject to the Site Plan review process and conformance <br />with the criteria in this Chapter. <br />Retail businesses having no outdoor storage of goods or <br />materials and that do not have drive - through services. <br />The following service businesses: <br />1. Accounting <br />2. Animal hospitals (no outside pens) <br />3. Athletic clubs <br />4. Attorneys, and similar professional services <br />5. Banking and finance <br />6. Banquet facilities <br />7.
