MVIIN LJ TES <br />CITY COUNCIL <br />OCTOBER 23, 2002 <br />Mr, Fahey introduced the following resolution and moved its adoption: <br />RESOL UTIONNO. 2002 -I0 -239 - DECLARING THAT SHOULD THE <br />PRELLWINARY PLAT FOR THE PRESERVE BE APPROVED, THAT PLAT <br />WILL BE REO UIRED TO HAVE A ROAD CONNECTION THROUGH TO <br />VIKING DRIVE <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (3) Fahey, Montour, Anderson. <br />Nays (2) Scalze, LaValle. Resolution declared adopted. <br />Theresa Pojar, McMenemy Street, noted the portion of the City's mission statements <br />that addresses the beautification of the City and preservation of the natural <br />environment. Pojar urged the Council as the City's elected officials to represent the <br />citizens of Little Canada rather than a development group and a property owner that <br />are not residents of the City. Pojar noted the history of deception tied to this property <br />with regard to property classification related to taxes as well as the way the <br />acquisition of the lot on Viking Drive was handled. Pojar reported that the developer <br />will realize handsome profits from this development, while the residents of the area <br />will end up with increased traffic, pollution, and run -off Pojar stated that the <br />residents look to the Council to not cower to the demands of the developer, but to <br />stand up for the residents. <br />Vance Johnson reported that he spoke with John Aho, a hydro geologist at the PCA, <br />relative to a leak that occurred in this area in 1982 and the fact that it was 11 years <br />before Williams Pipeline cleaned up the leak. The clean up occurred between May <br />13, 1993 and February 16, 1994. Johnson reported that Aho is recommending that <br />before the development of The Preserve occur, that an inquiry be reopened into the <br />1982 leak. <br />Mrs. Arcand again stated that her preference is that if the street has to go in, it be <br />placed down the middle of the lot. <br />Fahey stated that he agreed.
