Hanson <br />www.ci.little-eanada.mn.us <br />MEMORANDUM <br />TO: Mayor Btesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: September 23, 2005 <br />RE: Park Charge for Commercial Properties <br />The City Code requires a park charge for the development of all residential properties. <br />However, in the case of commercial properties, a park charge is collected only when a <br />property division is involved. <br />The Park Commission reviewed this issue and is recommending that the ordinance to <br />amended to collect a park charge on the development of all vacant commercial properties <br />regardless of the property division issue. <br />Please note the attached article from the Minnesota Chapter of the NAIOP which <br />addresses this subject. In a survey of developers, the general consensus is that they <br />receive no value for park dedication fees they are required to pay and feel that these fees <br />should be eliminated from building permits for commercial development. <br />The City Attorney should comment on the City's ability to charge a park charge on <br />commercial development that do not involve property divisions. <br />
