MAYOR
Bill Blesener
COUNCIL
Jim LaValle
Pick Montour
Barbara Allan
John Keis
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www.ci.littlescanada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: September 22, 2005
RE: CUP & Architectural Review
Maaco Auto Painting
Richard Reeves, Maaco Auto Painting, made application for a Conditional Use Permit to
allow accessory retail sales of used vehicles (indoor) and Architectural Review. These
City Planner reviewed these applications and recommended denial of the CUP since the
proposal failed to meet several requirements of the Zoning Ordinance (see Planner's
report attached). The Planner also noted that the Maaco property is zoned Industrial -Park
(I -P), therefore, is not subject to Architectural Guidelines. The Planner noted that the
minor facade changes proposed only necessitated a building permit application.
Based on the discussion at the Planning Commission meeting, Mr. Reeves met with the
City Planner to discuss his options relative to his desire to for vehicle sales. The Planner
determined that Mr. Reeves would be eligible under his existing zoning for a Wholesale
License based on office use only with no car display and no outdoor storage. Issuance of
a Wholesale License on these conditions does not require Council approval.
Based on the above, Mr. Reeves has withdrawn his application for Conditional Use
Permit and Architectural Review.
