7. Although the applicant has had continued discussions with Watershed <br />District staff, final documents demonstrating compliance with <br />Watershed District requirements have not been submitted nor <br />approved by the Watershed District, nor have those documents been <br />submitted for review to the City. <br />Commentary: The final plat documents had not yet been submitted to the <br />RWMWD. Staff has forwarded them a copy and is awaiting their comments. No <br />Watershed permit exists for this project at the present time. <br />Conclusion.' The proposed Final Plat differs substantively from the approved <br />Preliminary Plat that was reviewed extensively by the City and the public at <br />the public hearings. The changes go far beyond the requirements and <br />conditions attached to the Preliminary Plat approval. The differences result <br />in a need to hold a new public hearing on the revisions to the Preliminary Plat <br />prior to action on the Final Plat. <br />Commentary: The revised final plat resolves the concerns noted above. <br />Additional Staff Review and Recommendations: <br />Based upon staff's review of the September 15, 2005 final plat submittals, we recommend <br />approval of the final plat of The Preserve subject to the information to follow and the <br />specified conditions: <br />City Planner: <br />Background and Analysis <br />This report reviews the Final Plat submission dated September 15, 2005. The proposed plat <br />consists of 14 single - family lots and 3 outlots. The area is zoned R -1, Single Family <br />Residential, and is subject to the Shoreland Overlay District regulations, as well as Floodplain <br />and Wetland regulations along the north boundary. All of the single family lots exceed the <br />City's Shoreland requirements of 75 feet minimum width, and 15,000 square feet of area, <br />although Lots 2 and 3, Block 1 include nearly 40 -50% coverage by wetland. The Ramsey - <br />Washington Metro Watershed District has regulations relating to buffering and setbacks from <br />the wetland that will need to be incorporated into the City's consideration of the plat as well. <br />The outlots are proposed as follows: <br />Oudot A: This outlot consists primarily of the delineated wetland over the northern half of the <br />plat. A drainage and utility easement covers this outlot. <br />Outlot B: This outlot consists of a strip of property south of Preserve Court and west of <br />Preserve Trail. The bulk of this outlot is encumbered by the pipeline easement, although the <br />pipeline sits on the property to the south of the plat boundary. <br />
