level of the pond to prevent erosion problems. The orientation of the outlet should be <br />towards the middle of the pond not towards a pond bank to minimize erosion. As <br />shown it appears that this storm sewer line is outside of the drainage and utility <br />easements being provided. The finished ground elevation should be shown in the <br />profile view of the plans and a drainage and utility easement be granted over the pipe. <br />The width of the easement should be a minimum of twice the maximum depth of the <br />pipe and be centered over the pipe. <br />3. There is an existing sanitary sewer line along the west side of Lot I that is <br />approximately 11 feet deep. The plat is currently providing a 20 -foot drainage and <br />utility easement on the west side of Lot 1. The sanitary sewer is not centered within <br />the easement currently being granted; therefore additional easement width should be <br />provided to allow for maintenance. Given the 11 -foot depth of the sewer it is our <br />recommendation that the easement be extended to the east a minimum of 11 feet from <br />centerline of the pipe. <br />4. Hydrant valves should be placed 2'6" from the hydrant. <br />5. The Mn/DOT storm sewer pipe should be shown in both plan and profile view. Due <br />to the age of the storm sewer pipe the City should require that the storm sewer pipe <br />within the development be replaced with reinforced concrete pipe. This was <br />previously agreed to by the Developer but is not shown in the final plans. The <br />Developer should also provide comment from Mn/DOT as the replacement material <br />and size and document approval from Mn/DOT for the work. <br />6. The water main must be looped thru the entire development up to water main in <br />Viking Drive. This was also a previous requirement that was agreed to by the <br />Developer but is not shown on the final plans. <br />7. It appears the elevations of STM CB -18 are inaccurate. The Developer's Engineer <br />should verify all elevations and submit new corrected plans prior to any construction. <br />8. The City had requested and the Developer had agreed to treat the storm water from <br />Preserve Trail in the west stood water pond. This submittal shows the storm water <br />being directed to the east pond. In working with the Developer on what staff felt was <br />an acceptable wall height east of Preserve Court the high point of Preserve Trail was <br />moved from the intersection of Preserve Court farther to the west. If the City were to <br />require that the original agreement to treat the storm water in the west pond be <br />followed, it would result in the Developer installing longer storm sewer runs at deeper <br />depths to serve Preserve Court. Given that the treatment and ponding requirements for <br />the storm water from Preserve Court would be the same whether directed to the east or <br />west pond, we <br />would recommend that the storm water from Preserve Court be allowed to be <br />directed to the east pond. A benefit of this to the City is less storm sewer to <br />maintain at shallower depths. <br />9. The existing sewer and water service to the house being removed off of Viking <br />Boulevard should be removed and abandoned at the property line. <br />10. The Developer has indicated that the Williams /Magellan pipeline will be lowered to <br />allow for construction of Preserve Court. All relocation requirements and plans <br />should be provided to the City for their review and approval as they may relate to the <br />proposed and future improvements within the right -of -way. <br />
