complex. The current pond is an eye sore and often the smell from the stagnant water is <br />offensive. If there is to be any expansion of the pond, the concept plan will need to <br />provide for a landscape plan for the entire pond, to insure that the now larger pond is <br />harmonious with the surrounding areas and visually more than just a hole in the ground to <br />hold surface water. Approval of the concept plan should be conditioned upon the <br />applicant obtaining the consent of the property owners association for our complex and <br />his agreement with regard to the following: the shape of the new pond should be <br />something other than a round circle; plantings should be added; and a park like <br />atmosphere should be created to accommodate the smokers who will likely congregate <br />there. <br />Please consider my comments as you review the concept plan for the property at 2962 and 2968 <br />Rice Street.
