Memo <br />zg RING 4ISSOCI-AT.S <br />TAU IHUNTA <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Lee Elfering, City Engineer <br />DATE: September 9, 2005 <br />RE: UnWeave the Weave Cooperative Construction Agreement <br />As the Council is aware the Minnesota Department of Transportation is working towards <br />the reconstruction of the Interstate 35E and Interstate 694 junction. The project is <br />referred to by many as UnWeave the Weave. The City has been working with Mn /DOT <br />over the last few years to incorporate storm sewer improvements for the City of Little <br />Canada into the project. The four areas of improvement include storm sewer treatment <br />for the Twin Lake Area storm water, sizing of the storm sewer system to accommodate <br />an urban street section and drainage system for Edgerton Street, sizing of the system to <br />provide storm sewer service for the undeveloped field area between Allen Avenue and <br />Centerville Road west of Edgerton, and sizing of the system to accommodate an urban <br />street section and drainage system for Labore Road. <br />In preparation of the project Mn /DOT has prepared a Cooperative Construction <br />Agreement to be entered into with the City for payment of the City portion of the project <br />costs. It appears that all requested improvements have been incorporated into the <br />plans. The costs for the City requested drainage improvements have increased from the <br />original estimates. The current City costs associated with the project are $379,155.74. <br />We spoke to Mn /DOT regarding the increased cost. They noted that as the project <br />moves forward they update the unit cost of bid items based on projects bid throughout <br />the year. This estimate is their latest engineer's estimate. <br />It should be noted that the current cost is only an estimate. Mn /DOT will provide a <br />revised City cost after bids have been received and a Contractor is identified. The <br />money is advanced by the City to the State once the revised cost estimate based on the <br />bid is received. The final cost will be based on the actual work completed and will be <br />determined when the project is finished. If the final cost for the City participation is less <br />than the amount advanced by the City, the State will return the balance. If the final cost <br />is greater, than the City will be asked to pay the difference. <br />A copy of the Cooperative Construction Agreement is attached for your review and <br />approval.
