MINUTES <br />CITY COUNCIL <br />FEBRUARY 14, 2008 <br />There will still be setbacks, drive aisle requirements, etc. that will have to <br />be met. <br />Roger Stanke indicated that he has asemi-trailer on is property that he <br />stores in front of his building during the racing season. Stanke felt that he <br />would be allowed to store this semi in his front yard when he is using it. <br />Blesener indicated that if the semi-trailer is not allowed to be stored in the <br />front yard under the current code, it will not be allowed to be stored in the <br />front yard under the revised code. Blesener noted that while the City is <br />trying to work with Ryan Industrial Park property owners, the City cannot <br />give them everything they want. <br />Stanke indicated that he received a variance allowing him outdoor storage <br />28 feet back from his property line. The Code Enforcement Officer <br />indicated that this Variance is for a storage area on the east side of <br />Stanke's building, not directly in front of the building and not on the west <br />side of the building. Stanke asked if he could park the semi-trailer in front <br />of his building during the weekdays. The Code Enforcement Officer <br />replied that that was not permitted. Stanke noted that he could park the <br />semi-trailer at any residential property in the City. The City Planner <br />replied that this could not be done as it is a commercial vehicle. Blesener <br />suggested that perhaps Stanke has overgrown his property. Stanke asked <br />if he could get a variance for the racing season only. The City <br />Administrator indicated that Stanke could apply for a variance, but he <br />would have to meet hardship criteria in order for the variance to be <br />approved. <br />Stanke indicated that he does not have an auto repair license but has been <br />doing repairs on the side since 1978. Stanke stated that the work the City <br />is doing on revising the ordinance is great; however, he is upset about his <br />trailer. Blesener indicated that there is no one present that would support <br />allowing outdoor storage in the front of a building. Keis noted that as <br />soon as the City allowed Stanke to have outdoor storage in the front, other <br />property owners would make the same request. <br />Duray asked if the 60% figure for outdoor storage was 60% of the total <br />lot. The City Planner noted that it is 60% of the gross lot area subject to <br />setbacks, drive aisles, etc. The City Administrator noted that it is also <br />subject to required parking. <br />Montour asked if an undeveloped lot could be used for outdoor storage. <br />The City Planner noted that outdoor storage has to be accessory to a <br />principle use of the property. Blesener noted that the Code would allow a <br />tenant a percentage of the allowable outdoor storage equal to the <br />percentage of building space that is being rented. <br />5 <br />
