is to retain the current vacation and sick leave plans, another benefit option would be to <br />allow for some conversation of sick leave hours over the cap to vacation hours or to a <br />contribution toward the Post Employment Health Care Savings Account. <br />Paid Time Off <br />In order to allow employees more flexibility in managing paid time off and remove the <br />employer from the subjective process of monitoring sick leave usage, some cities have <br />converted traditional vacation leave and sick leave to paid time off programs. Under <br />PTO, employees are allocated a certain number of paid time -off days in lieu of vacation, <br />sick leave, and bereavement days. Several neighboring cities have converted to PTO <br />plans, i.e., Arden Hills, Hugo, Maplewood, St. Anthony, Shoreview, and White Bear <br />Township. Staff has copies of these plans and can obtain additional sample plans, if <br />needed. <br />If the Council supports a conversion of our traditional vacation and sick leave programs <br />to PTO, a specific plan recommendation would be presented at a later date. <br />Please note, some cities with PTO plans have allowed for the conversation of days to Post <br />Employment Health Care Savings Plans under established criteria. <br />Holidays <br />In continuing our comparison of the City's current benefit program with that being <br />offered by other cities, please note the attached Stanton Report on paid holidays. You <br />will see from that report that Little Canada currently offers 11 paid holidays. The median <br />based on the Stanton Report is 11.56 days.
