MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 2005 <br />CONCEPT <br />REVIEW <br />FOR SINGLE <br />FAMILY <br />DEVELOPMENT — <br />75 OLD <br />COUNTY <br />ROAD C — <br />JEFFREY <br />JAMES <br />CONSTRUCTION <br />District, and with the stipulation that St. Jude use their best judgment in <br />developing the site to minimize impact on trees to the extent possible. <br />Motion seconded by Rheaume. <br />Motion carried 7 — 0. <br />The City Planner noted that the landscape plan will be submitted for <br />review and approval. <br />Tim Freeman, Floz, Freeman, & Erickson, representing Jeffrey James <br />Construction, presented a concept plan for the development of 75 Old <br />County Road C with six single family lots. Freeman reported that the <br />proposal would meet City Codes and no variances are being requested. <br />There are issues relative to street and cul -de -sac design that would need <br />to be resolve, however. Freeman pointed out that they are proposing <br />a 60 -foot street right -of -way rather than the City's 50 -foot standard. The <br />reason for this is there are a significant amount of trees as well as slope <br />along the eastern border of the property as it abuts the railroad tracks. <br />The developer would like to preserve these trees as well as add some <br />pines to provide a buffer to the railroad tracks. Freeman pointed out the <br />center island that is proposed for the cul -de -sac. He indicated that this <br />island cuts down on the amount of impervious surface that is required for <br />a standard cul -de -sac and also provides a ponding area within the island. <br />Freeman indicated that they have not yet done the engineering necessary <br />to determine how much ponding would be necessary. He pointed out, <br />however, that they are showing ponding within the cul -de -sac island as <br />well as at the northeast corner of the property. <br />Knudsen asked if the cul -de -sac design had been reviewed with the Public <br />Works Department. Freeman replied that it had not. He reported that this <br />design has been used in other communities with great success. He noted <br />that it breaks up the mass of bituminous in a typical cul -de -sac, reduces <br />the amount of impervious surface, and adds an interesting visual. <br />Freeman reported that the road width would be maintained around the cul- <br />de -sac to allow a 40 -foot van, as an example, to maneuver the cul -de -sac. <br />Duray asked the length of the proposed cul -de -sac. Freeman estimated the <br />length at 300 feet from the property line and 400 feet from the intersection <br />with Old County Road C. The Planner noted that the maximum cul -de -sac <br />length allowed by the Subdivision Ordinance is 500 feet. <br />Rheaume asked who would own the island in the cul -de -sac. Freeman <br />indicated that ownership could be addressed in a couple of different ways. <br />Freeman noted that the size of the island makes it difficult to create an <br />-7- <br />
