The lots in the subdivision all appear to meet the requirements for R -1 lot size and area. <br />The Preliminary Plat will need to show that the cul -de -sac lots are at least 75 feet in <br />width at the 30 foot setback line. As drawn, the applicant is showing preservation of the <br />larger trees on the site. The grading plan will need to show how this is being <br />accomplished. <br />Along the railroad boundary, the applicant is proposing to preserve the existing line of <br />vegetation, and add a row of Spruce trees to increase the buffer. The new trees would <br />be within the right of way. This planting plan should be confirmed with Public Works. <br />Landscaping and maintenance of the right of way in this area should also be discussed. <br />Typically, it is the responsibility of the fronting property owner to mow the grass and <br />maintain the boulevard portion of the right of way. In this design, there are no fronting <br />property owners along the railroad. As such, it is not clear how this would be <br />addressed. It may be possible to create an association of the owners in this project to <br />maintain this area, as well as any landscaping within the cul -de -sac if that design is <br />approved. <br />Summary and Recommendation <br />Planning staff believes that the project is reasonably well- suited to the site. The project <br />meets the basic zoning requirements, however, there are some issues related to <br />maintenance and engineering that will need to be addressed prior to ensuring that the <br />Preliminary Plat can go forward. The Planning Commission should provide feedback to <br />the developers on any issues.
