MINUTES <br />CITY COUNCIL <br />OCTOBER 22, 2003 <br />There was no one else present from the general public wishing to <br />comment on the liquor licensing issues before the Council. <br />Upon motion by Blesener, seconded by LaValle, the public hearing was <br />closed. <br />Blesener suggested that the liquor license fee for the 2 a.m. license be <br />applied toward overtime costs included in the Sheriff's portion of the City <br />budget. Anderson questioned this allocation noting that license fees must <br />be related to administrative costs. Anderson suggested that if the City <br />takes the position that it will not pay for overtime, then there may be a <br />problem with collection of the 2 a.m. license fee. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003 -I0 -240 — APPROVING A 2 A.M. BAR <br />CLOSING TIME WITHIN THE CITY OF LITTLE CANADA AND <br />ESTABLISHING A 2 A.M. LICENSE FEE EQUIVALENT TO HALF <br />THE CURRENT STATE LICENSE FEE, AND INSTRUCTING THE <br />CITY ATTORNEY TO DRAFT THE APPROPRIATE ORDINANCE <br />AMENDMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Montour, Anderson, Fahey. <br />Nays (0). Resolution declared adopted. <br />It was noted that the 2 a.m. bar closing time will become effective upon <br />publication of the ordinance amendment. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2003-10-241 — APPROVING AN INCREASE IN <br />THE ON -SALE LIQUOR LICENSE FEE FROM $3,250 TO $3,500 <br />AND AN INCREASE IN THE ON -SALE WINE LICENSE FEE <br />FROM $300 TO $500 EFFECTIVE IN 2004 <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (5) LaValle, Anderson, Montour, Blesener, Fahey. <br />Nays (0). Resolution declared adopted. <br />OLD FIRE The City Administrator reported that the issue related to the Old Fire Hall <br />HALL USE Use Policy has been resolved and policy interpretation is as outlined in the <br />POLICY Park & Recreation Director's letter dated October 15, 2003. He further <br />noted the Girl Scouts were interested in some sporadic use of the Old Fire <br />5 <br />
