August 8, 2005 <br />Page 2 <br />Clearly, there are other sources of funding for this clean up project that need to be utilized <br />before the funds in the restricted account. In a conversation with an employee of the <br />Department of Employment and Economic Development, David Guerin was told that the City <br />controls the prioritization of funding sources and that the Department of Employment and <br />Economic Development would reconsider the grant application conditions if requested to do <br />so by the City. Therefore, the Guerin Family is requesting that the City Council adopt the <br />appropriate resolution requesting that the Grant Agreement be amended to indicate that the <br />grant would be the first source of funding and that the restricted account would be the second <br />source of funding. In addition, the Guerin Family is requesting that none of the funds in the <br />restricted account be utilized before this matter is resolved. This may mean that the <br />developer's costs will increase, but that is not a problem that has been created by the Guerin <br />Family. In fact, through the efforts of the Guerin Family, the total cost of the project has been <br />substantially reduced.
