Hanson <br />Ramsey County and the City of Little Canada are evaluating our existing roads and streets to ensure that <br />they can handle the expect increase in traffic that will result due to the construction of MNDOT's Unweave <br />the Weave project. Part of that evaluation is to determine existing state aid designations to ensure that there <br />are sufficient maintenance funds available to perform any needed improvements /repairs. It should be noted <br />that a County State Aid Highway (CS/di) designation can only start and /or end at an existing County or <br />higher designated road. Likewise, MSA designated road can only start and/or end at existing municipal or <br />higher designated roads. <br />The section of Centerville Road from Little Canada Road, north to Eli Road is designated a Municipal State <br />Aid Street (MSA). The remaining section of Centerville Road, from Eli Road to County Road D, does not <br />have a State Aid designation. Little Canada Road and County Road D are both CSAH designated roads. <br />Ramsey County has indicated that they would like to designate the entire section of Centerville road within <br />Little Canada as CSAH and take over all of the maintenance of this road from Little Canada Road to <br />County Road D. That would allow Ramsey County to use CSAH maintenance funds to put a thin overlay <br />on this road in anticipation to upcoming increase in traffic. In addition, it would allow them to use CSAH <br />funds for the reconstruction of this road after the Unweave the Weave project is completed. Without these <br />State Aid funds none of this work would be possible since the County would have no other funding source <br />to accomplish this work. <br />The CSAH designation on the entire length of Centerville Road cannot occur unless the City of Little <br />Canada revokes its MSA designation on the short section of Centerville Road between Little Canada Road <br />and Eh Road. The City can only re- designate 80% of the MSA mileage that we revoke. However, the <br />small reduction in MSA designation is offset by the work that Ramsey County will do on Centerville Road. <br />Based on the above, staff recommends council approval of the attached resolution to revoke MSA <br />designation to Centerville Road.
