SUGGESTED RESOLUTION <br />WHEREAS, The 1991 Minnesota Legislature established a Ramsey County <br />Local Government Services Study Commission to 'report on the advantages and <br />disadvantages of sharing, cooperating, restructuring, or consolidating..." activities in <br />areas of public service including public works; and <br />WHEREAS, The consolidation plan provides for reclassification of roadways and <br />corresponding changes in jurisdiction including the transfer of local and State Aid <br />roadways between the County and municipalities; and <br />WHEREAS, Little Canada Road (County State Aid Highway 21) from Highway 49 <br />to County Road C, located in the City of Little Canada, is presently under the jurisdiction <br />of Ramsey County as a County State Aid Highway; and <br />WHEREAS, This roadway has been determined to serve a local function only; <br />and <br />WHEREAS, Revocation of "County State Aid Highway" status may be <br />accomplished by resolution of the Ramsey County Board of Commissioners pursuant to <br />Minnesota Statutes §162.02; and <br />WHEREAS, It appears to the City Council of the City of Little Canada that the <br />street hereinafter described upon turnback from Ramsey County should be designated a <br />Municipal State Aid Street under the provisions of Minnesota Law; and <br />WHEREAS, The consolidation plan stipulates that Ramsey County shall improve <br />the roadway to acceptable levels prior to transferring jurisdiction over roadway segments <br />from Ramsey County to municipalities, and the Ramsey County Capital Improvement <br />Program provides funding for these improvements; and <br />WHEREAS, Ramsey County and the City of Little Canada cooperated on a <br />project to reconstruct Little Canada Road (County State Aid Highway 21) from Highway <br />49 to County Road C; and <br />WHEREAS, This segment of Little Canada Road has been improved to an <br />acceptable level prior to the transfer of roadway jurisdiction therefore exempting Ramsey <br />County from providing any compensation to the City of Little Canada for this jurisdictional <br />transfer; Now, Therefore, Be It <br />RESOLVED, The City of Little Canada does hereby concur with the Ramsey <br />County Board of Commissioners revoking the "County State Aid Highway" status of Little <br />Canada Road (County State Aid Highway 21) from Rice Street to County Road C, and <br />transfers jurisdiction over the roadway to the City of Little Canada, effective after the <br />County is in receipt of an adopted resolution from the City of Little Canada concurring <br />with the County revoking the "County State Aid Highway" status of Little Canada Road <br />(County State Aid Highway 21) from Rice Street to County Road C; and Be It Further <br />3 <br />
