Hanson <br />We are pursuing a third concept for this development with the connecting street to Condit being <br />made at Nadeau Road. The advantage this gives us is that we are only dealing with one property <br />owner. While TIF does not appear available because we can't meet the qualification tests, we <br />can abate the City's share of taxes. (This can be done for a 15 year period on a similar basis as <br />TIF — see Ehler's attachment.) This should generate sufficient funds to offset the increased costs <br />associated with the connecting street. I am trying to set up a meeting with Mr. Miller and his <br />attorney to discuss this concept with him and get his reaction. <br />Another possible benefit of this approach is the resolution of Condit south of Nadeau road and <br />our lack of right -of -way. A connecting street may make it possible to make that troubling <br />section of street a one -way road, thereby eliminating the need for additional right -of -way. Burke <br />Lane would then be using the new Nadeau Road as its primary route. <br />We still don't have the answer on the need for the pond. We were unable to locate any design <br />information for the pond off of Yorkton Court. Therefore, we had to survey it. Lee Elfering will <br />have an answer on this possibility in time for the Planning Commission meeting on Thursday. <br />Little Canada Road: <br />Staff needs some direction from the City Council as to how aggressive we should be in helping <br />to assembly a possible townhome site for Masterpiece Homes. (See map attached.) The parcels <br />involved are the one we own at 104 E. LC Road, the Maleitzke parcel (he would like to sell), and <br />the vacant Cossack parcels. The key issue is would the City use eminent domain to acquire the <br />Cossack land if he remains uninterested in selling. If the answer is yes, then we need to put <br />together a TIF program and verify Mr. Cossack's position regarding the sale of his land. If no, <br />then I will inform Mr. Howe and future development will happen on its own. The motivating <br />factor to try to put this together now is the possible sale of the Maleitzke parcel.
