I just got word this morning and talked to their proposed
engineer yesterday. They are now going to move forward with a preliminary
plat, which we were told needed to be done by June 1, 2004 to potentially
qualify for a noise wall on the freeway. I would like to work something out
where we wouldn't have to put these citizens through the entire process in
both cities as we had done with the Mitchell Preserve addition. I would
suggest Vadnais take the lead and on this addition, as the access and most
likely the utilities would come from our city, except what you said in your
message below. We are thinking of a meeting next Tuesday afternoon, but that
will be coordinated.
As to the water main extension, the easterly portion of Vadnais Road, from
Edgerton Street, will be put in with the phase two of the first stage of the
unweave the weave project next summer. I understand that the remainder of
Vadnais road citizens are also considering wanting water. A phase of the
Anderson /Collova land will be developed right away, most likely early in
2005. They will be requesting and part of the petition for water to be
brought up Vadnais Road and to serve their plat. This would put water up to
your boundary. My thought was if George Collova's land in Little Canada was
planned out, then the water through some incentive could be put in a
location that would have a future benefit to Mr. Collova, thus allowing for
the formal water main loop. Thus, realistically, if we work with the
Anderson /Collova group, I think the connection can be made by mid -summer
2005. I personally think we are getting to the point where dry mains could
be put in this year, whether the water source comes from Vadnais or Little
Canada.
Let me know if you would like to meet with me in advance of our planned
meeting next week, and I certainly would do that. These streets are in really bad shape and driving the need for the
> water main (we won't reconstruct the street without installing the main).
> • Staff had been promoting an extension of the main from Twin Lake Court and
> then dead - ending it at the east end of Twin Lake Trail because Vadnais is
> not yet ready for the loop. We felt this was a viable option in terms of
> cost and water quality given your discontinued usage of well #1. However,
> a number of residents did not agree. They do not want a dead -end system
> and seem to prefer LC water due to comments made about water quality even
> after you made some system changes. In a somewhat surprising development,
> the City Council indicated a willingness to install our water main to this
> area. (This would be a looped system and add about $200,000 to the price
> tag for water, the cost of which would be split 50/50 with the residents.)
